Backfill around the box add rebar and pour a concrete pad. need to do the same for pad #2. The water service must come off ofthe hydrant where the checker aurto service is located. The meterbox rebar is either missing or too much.please obtain and read a spec book detail. the rp is installed incorrectly. It must have a minimum of 12" clearence below the drain valve.
